Mr Miguel Rocha de Gouveia started his career as a Legal and Budget Officer responsible for the drafting of the Copernicus regulation, establishing the budget of the Copernicus Programme, and negotiating the delegation agreements with ESA, EUMETSAT and other entrusted entities in 2012. He went on to become the Policy Officer responsible for the implementation of the Copernicus Programme, data policy aspects and user uptake and downstream applications and was the space procurement officer from 2014 to 2016.
Miguel was the Principal Administrator responsible for the legal framework for international relations in space activities, user and market uptake and space policy, economic and policy analysis, governance and regulatory advice, and later the Principal Administrator in DG DEFIS, responsible for inter-institutional relations (European Parliament, Council) on space activities, policy coordination on space and industrial strategy; economic and policy analysis on space and defence. He is currently the Head of Sector in DG INTPA, European Commission, responsible for space data, Earth Observation and digital connectivity in international partnerships.
